今年春、１人の男が刑期を満了して、静岡刑務所を出所した。
静岡刑務所前8時14分です。
「三井さん　お疲れさん！」
通常、仮釈放さえ認められなかった・・・
通常仮釈放が認められず満期出所となるのは暴力団関係者などごく１部だが
この男、大阪高検公安部長という要職にあった。
後ろの大弾幕。「「検察改革断行を！」
男の名は三井環(みついたまき)。(65歳)
今から8年前、現職の検察幹部としてある内部告発をしようとしていた。
こちらは、逮捕前に録音された三井の肉声である。

三井氏「架空の情報提供者をでっち上げ、一晩に少ない時で10万円。多い時は30万円くらい。9割以上が飲み食い。
はっきり言って、どんちゃん騒ぎですよ。」
検察の裏金問題。本来、情報提供謝礼などに使われるべき調査活動費(情報提供謝礼など)を、領収書を偽造して裏金化し、
検察幹部が私物化しているという疑惑で検察最大のタブーとされる。
それを現役最高幹部である三井が実名顔出しで内部告発しようというのだ。
インタビューアーは鳥越俊太郎。前代未聞のスクープ取材となるはずであった。
しかし、
三井氏「ちょうど、昼から鳥越俊太郎氏の収録予定のその朝に逮捕されました。
検察の裏金作りの犯罪です。これの発覚を免れる為に逮捕したものです。」
罪状を否認し続けた三井の拘留は325日間にも及んだ。収容された大阪拘置所では名前では泣く623番と呼ばれていたと言う。
１年後、保釈(2003年3月)された三井はその悔しさをぶっちまけた。

そして保釈されるや、精力的に裏金告発キャンペーンを展開し始めた。

法務省側が全面否定する中、ついに３人目の内部告発者が現れた。
5月24日、電話相手。３人目の告発者。
鳥越氏「実名で証言されるという事で、よろしいですか。」「はい、結構です。」
鳥越氏「おそらく、身辺の調査はやっている」
その人物とは21年間に渡って東北各地の検察省で勤務した副検事であった。
元副検事。高橋徳弘氏。
「ほかの人から何と思われようと「自分はこんな事をしました」としか言えませんので、
これがウソじゃないんだという事をですね、みんなに知って頂きたい。」
裏金の手口?「空出張」

鳥越氏「どうやって、その裏金というのは作り出すんですか？」
「私の知っている範囲内では、その”空出張”。」
逮捕された三井被告も含め、検察の裏金の内部告発者は高橋さんで３人目。それらの証言は見事に付合している。
元奈良地検事務官の太田原さんによれば、空出張はまずネタ探しから始まるという。
